I made different patterns of white specks on another sheet (probably 5 patterns) then I put them thropughout the black background in 5 different layers, then with the clone tool I filled it in. then I changed the opacity of each layer.
there was probably an easier way, but I couldnt find a good starry background.

There is an easier way. Your way looks better though. You can define a new pattern and use the paint bucket tool to fill your image with the pattern.
