one of my coworkers bought a Bulova chronograph. The chrono hand resets at 16 seconds mark instead of 0 seconds (12 o'clock)
Is that a bad watch or is that something that can be adjusted?

Chip, I have a Seiko quartz chronograph. There's usually a function to be able to rectify this as part of the watch's functionality i.e. a reset. Sometimes when the battery is changed and sometimes just when they get a little confused the IC (Internal Circuit) needs resetting. It shouldn't be anything to worry about. You can usually reset the IC by pulling the crown out to the second (or last) position i.e. fully out; then simultaneously pressing the top two buttons i.e. top right and top left on the watch. This should reset the internal circuit. The hands (plus any sub dials) should all reset to the twelve o'clock position. This will work for some Seiko chronographs. It should be a similar procedure for others. If he can, refer to his manual. What watch does he have? Rambler

I've only ever had one quartz chrono and the hands could be reset by pushing a combination of the buttons concurrently for specific hand realignment.
I'd give that a try.

Ramblers response always works on my chase durer, which has got ETA g15, which I am sure is very similiar to the bulova

Thanks guys! That did it. I tried to talk him into a different watch for 200 bucks but he really wanted that one. He liked the rubber band...

if he went with a speedy pro .. wouldnt have that problem.. see a lot of 40 year old ones working perfectly ;D
